Org .Setting And Reporting
The position is located in the Strategic Communications Branch (SCB) of the Office for the
Coordination of Humanitarian Affairs (OCHA) in New York. The incumbent heads the
Reporting and Visual Information Section and reports to the Chief of Branch. The Strategic
Communications Branch supports OCHA HQ and field operations in public outreach on
humanitarian action. It provides the strategic direction of OCHA's public advocacy and
communications efforts through its three specialized sections in media relations, reporting and
visual information and public advocacy and campaigns.
Responsibilities
Within delegated authority the Chief of Section is responsible for the following: • Provides
policy guidance to the Chief of Branch, on conceptual strategy development and management
of the implementation of overall strategies and intra and inter-divisional/departmental policies
and procedures. • Conceptualize, design and execute the overall information strategy,
programme and activities for reporting and corporate communications in the humanitarian context. • Provide technical and policy advice on highly complex public information and
communications services; develop and disseminate best practices, guidance and standards in
public information. • Lead and direct a team of public information officers; plan and allocate
work assignments; coach, mentor, and evaluate staff; lead in recruitment and selection of new
staff and in the development of training and support programmes; maintain a community of
practice.• Lead the development, editing, layout and production of key corporate publications
and other projects; oversee development, management and maintenance of corporate web
platforms, brochures, branding, presentations and other written and visual materials and
tools.• Conduct sensitive political liaison work; create and maintain networks of high level
communications contacts with broadcast media, the press, governmental agencies,
international institutions and other groups and organizations in civil society (nongovernmental
organizations (NGOs), businesses, creative communities, community organizations, women's groups, etc.); represent the organization in important meetings, conferences, events, etc.; promote joint public relations ventures.• Assess the overall effectiveness of the public information strategy and programmes and advise on needed changes in approach, technique and products. • Provide diverse materials (talking points, briefings, infographics, brochures) for use by senior officials, design and develop or of high profile multi-media communications campaigns and materials; set quality and production standards and templates for information dissemination.• Undertake other tasks as required.
Education
Advanced university degree (Master's degree or equivalent degree) in communication,
journalism, international relations, public administration or related field. A first-level
university degree in combination with two additional years of qualifying experience may be
accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in public information,
journalism, international relations, public administration or related area is required.
International field experience in complex emergency settings is required. Experience in
managing and motivating teams in multiple locations is required. Experience of project
management in public communications contexts is desirable. Experience with the UN
Common System or other international organisations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post
advertised fluency in English is required. Knowledge of French is desirable. Knowledge of
another official UN language is an advantage.
